Negative impact of the steel sector being dispersed in early 90’s caused the need for integration of the sector. The steel industry acknowledged the urgency to regulate organisation and legal grounds for cooperation of the steel industry with its external associates.
Polish Steel Association was established as a sectoral entity of economic self-government gathering steelworks, ironworks and non-ferrous metals works, enterprises from other sectors working for the steel industry, in particular refractories and coke industry as well as other companies cooperating with the sector such as repair, trade and design companies, technical universities and refractory firms
The founding meeting was held on 12 July and the registration of the Association followed on 27 August 1991. HIPH has its legal status and operates on the basis of the Act of 30 May 1989 on chambers of commerce and provisions of its Articles of Association.
